The city of Aaqa was located in the Labyrinth Winds and known to be the largest floating city.

History

Aaqa was built by aarakocra enjoying their victory in a war against earth elementals, under the ruling Wind Duke lord Aakaara. The city was a huge conglomeration of flying chunks of rock (acquired in the war) with great white spires built upon them. The vaati and aarakocra quickly made it the most important city of the Labyrinth Winds, and of the whole Elemental Plane of Air. It stayed safe from any intruders thanks to the many tricky winds around it, which only the best navigators - loyal to the Wind Dukes - could cross.

Eventually, however, the Dwarves came along. The Fire Fleet, after having staked out the correct winds - and built bases both in Oshmondu and on the Outer Ring, surrounding the plane - sent in a few dozen thundervessels, which quickly led to the Wind Dukes' surrender and the transformation of Aaqa into a new dwarven province. The elemental air creatures were largely left in peace, but a Fire Fleet base and dwarven Governor Halls were established.^[1]
