The Grand Sphere was an economic, military and political alliance between the Dwarven Empire and Holderhold's Socialist Compact.

It established collective security, and guaranteed the political integrity of what the Grand Committee recognized as a member nation's "legitimate government". It also offered a certain amount of international "expert and funding support for legal enforcement". Uniquely, it did not feature mandatory ideological or political requirements; to join the Sphere, a state merely had to be accepted by the Committee.

Structure

The Grand Committee, with seat in the Grand Hall on southern Chelebao, was constituted of a number of representatives, whose individual power was determined by the number of districts they represented; a tendency emerged wherein the Dwarves had far fewer representatives, but held more power due to a greater fracturing of districts. It controlled all matters concerning the Grand Sphere; if specific heads of state had matters requiring attention, they could present these to the Committee so it would reach a decision. The Committee also supervised the staffing, operation, and regulation of Grand-level institutions, including the GSA and GIA; due to the Dwarven majority, these were almost exclusively under Dwarven control.

No requirements for fair representation within the Grand administration (besides the Committee itself) existed. This meant the Committee could subcontract much of its administration and staffing to the Dwarven Empire. Notably, all GSA recruitment centers were in Dwarven Coluchip, and virtually all administrative staff was dwarven..

Institutions

In Holderhold administrative doctrine, there were three levels of jurisdiction within the Grand Sphere: state, imperial (Holderhold's sphere of influence) and Grand. Institutions of the third (Grand) level could override the authority of any other institutions, including the all-important purewatch political police, and answered only to the Grand Committee and its administrative bodies.

In accordance with Dwarven interests, Grand authority was almost exclusively exercised in non-Dwarven-core territories. This included the Socialist Compact and Dwarven satellites, like invaded southern Bao-Mou.

Grand Security Agency (GSA)

The GSA was an unit comprised largely of Dwarven veterans which maintained the power of what the Committee recognized as legitimate governments. In practice, the GSA was only put to use in Holderhold territories, or in Dwarven satellites trying to gain representation or independence. The GSA were famous for their ruthless, efficient and brutal methods, often utilizing armored vehicles, automatic weaponry, curfews, and retaliation executions to bring populations into line.

Grand Investigative Agency (GIA)

The GIA was as a criminal agency vested with full authority to track down organized crime networks. It operated mostly to interrupt naval smuggling, which was the only viable route for revolutionary networks and the like to gain supplies. It was also used to track down and stop smuggling, including that of firearms which were banned by the firearms moratorium and which could threaten the regimes in power.
