Though the Celestial War ended after the Dictation, it was far from over. Though Oshmondu was now off-limits, celestials, fiends and demons could continue their fight outside the Outer Ring. In this new war, Great Net teleportation circles and, because these portals weren't abundant and were often very well defended on the other end, fleets in the Sea of Worlds became prevalent.

The factions fought for dominance wherever they could, including of course gaining influence among non-involved parties, but also especially wherever battle could be joined, such as the islands in the east or the Abyss's uppermost layer. Naval transportation became very important.
