The San Digo ConventionsLore - Relation Canon
51 OW - 66 OW
The San Digo Conventions were international humanoid laws consisting of three treaties and additional protocols that established international legal standards for behavior in war. The singular term San Digo Convention colloquially denoted the agreements of 66 OW, negotiated in the aftermath of the Orc Wars, which updated the terms of the 51 treaty and added two new conventions. The Conventions extensively defined the basic rights of wartime prisoners, both civilians and military personnel; established protections for the wounded and the sick; established regulations on various types of weapons; and provided protections for the civilians in and around war-zones.
The Conventions concretely established protections for individuals qualified as protected persons, primarily civilians and medical personnel. They aimed to separate the act of war from civilians, pursuing the ideal of soldiers fighting soldiers exclusively. It also established baselines on the treatment of prisoners of war. The second treaty, meanwhile, focused on maritime warfare.
History
Agreements attempting to limit the scope of war appeared as early as the Spacial Respect Treaty of 16 OW, which among other things banned the use of naval mines (due to their global harmful and lasting effect). The Greentree Act of 45 also imposed restrictions on the use of certain weapons, primarily on the use of offensive magic in war; though these terms were somewhat premature, as d'mert-ium production was not yet high enough and several signatory states, especially Trensandor, ignored it.
The goal of the first convention held in San Digo in 51 OW was to establish limits on what could be done to civilians; this was primarily motivated due to growing humanitarian problems in orcish-held human territory. Though the Boens did not sign the convention, some provinces were forced to adhere to its directives to avert internal rebellion. The convention was also motivated out of the fear that some officers would seek to exert vengeance for the war on orcish and ogre occupiers, leading to bloodbaths, many unnecessary deaths, and prolonged fighting which would be to the detriment of all parties.
The signatories of the initial San Digo Convention were:
In a second convention, in the aftermath of the Orc Wars, the states of Oshmondu gathered once again to discuss further agreements, as the initial convention was already outdated and not yet globally accepted. The initial treaty was revised, while two more treaties concerning naval warfare and the use of certain weapons (mines and spells, primarily) were introduced. In this new complete form, most notable powers of Oshmondu signed the Conventions, and the remainder would follow in the next few years.
